To burn any optical disc, you will want to first create an optical disc image that has a full file system which is designed for the optical disc, and then you can burn the image to the disc. The disc "image" is really just a single file and it's built and stored on a hard drive. The hard drive contains the entire information that is to be put on the disc.
A lot of the optical disc authoring software out there is designed to create the disc image and then burn in a bundled operation. In this way it ensures that end-users often will not know the distinction. But, it's good to know that making the disc is an "expensive" (not to mention time-consuming) process. Most disc writing applications you will find can delete the image from the "Temporary folder", a folder specifically built unless the user instructs the disc burning app to NOT delete the image. Then, it can be used to make more copies of the same image without having to rebuild the image each time.
There are also something known as packet-writing applications. These are apps that do not require writing the entire disc all at once, rather they allow writing particular parts one at a time. Doing it this way makes it resemble a rewritable disk.
There exist many optical disc authoring technologies for optimizing the authoring process and preventing errors when you are involved in DVD duplication. Discs writable only once whose burn failed are colloquially termed as being coasters.
Some operating systems are aware of disc images as a file system type, and can mount these images so that they appear as actual mounted discs. This feature can be useful for testing a disc image after authoring but before writing to the disc media.
